China Electricity Council (hereinafter referred to as "CEC") expects that in 2023, the installed capacity of new energy power generation will hit a record high, and its role in ensuring energy supply will become more and more obvious. The industry pointed out that with the gradual increase of the proportion of new energy, the demand for the adjustment capacity of the power system has also gradually climbed, and it is recommended to strengthen the construction of the delivery channel and supporting energy storage to provide support for the continuous and stable operation of the system.

In the Bohai Sea, the first affordable offshore wind power project of the National Energy Group has recently been connected to the grid with a full capacity, generating about 1.589 billion KWH per year. In Inner Mongolia, the country's first "wind and fire binding" new energy base project - Huaneng Shandu million kilowatt wind power base project on June 30, the full capacity of the grid, marking China Huaneng new energy installed scale exceeded 60 million kilowatts; With a number of projects such as Yunnan Gengma East old 95 MW photovoltaic, Qingdao Caocheng Mountain 49.8 MW wind power connected to the grid at the end of June, the national power investment new energy installed capacity exceeded 116 million kilowatts...

From the desert Gobi in the northwest to the blue sea in the east, from the steep mountains and valleys to the vast lowland plains, one project is accelerating, rows of photovoltaic panels, a set of fans are rising, and new energy gradually becomes the main body of installed power generation and incremental power generation.

Li Chuangjun, director of the Department of New Energy and renewable Energy of the National Energy Administration, said that China's desert, Gobi and desert land area is vast, accelerate the construction of large-scale wind power photovoltaic bases focusing on desert, Gobi and desert areas, strengthen the optimization of cross-provincial energy allocation, support the accelerated scale development of renewable energy and a high proportion of flexible consumption, in line with China's resource endowment and regional characteristics. It is an important way to strengthen the capacity building of energy supply security, and is the top priority of the "14th Five-Year Plan" for renewable energy development.

According to the plan, by 2030, the total installed capacity of large-scale scenery bases focusing on deserts, Gobi and desert areas will reach 455 million kilowatts. At present, the first batch of 97.05 million kW large base projects are in full swing, some have been put into operation, and it is expected that all will be completed and connected to the grid by the end of this year. The second and third batch of large base projects are also speeding up the implementation and construction.

For example, China Huadian invested in the construction of Xinjiang Urumqi, Qinghai Delingha, Xinjiang Mulei three million kilowatt large base projects recently officially put into production, can emit 7.5 billion degrees of green electricity per year. According to the 2023 investment plan of China Huadian, the investment in new energy infrastructure accounts for 70%, and a number of large clean energy bases will gradually become effective.

"Currently in the peak summer period, in many parts of the country continue to heat up the case, new energy projects to speed up production of power generation, is conducive to easing the pressure of supply protection, to meet the peak of the whole society's electricity demand." Said Sun Chuanwang, a professor at the China Center for Energy Economics Research at Xiamen University.

China Electricity Union data show that in the first five months of this year, China's new energy (4.480, 0.01, 0.22%) installed capacity added 77.57 million kilowatts, accounting for 70.2% of the total new power generation capacity; New energy generation reached 618.5 billion KWH, up 26.2 percent year on year, and the power generation reached a record high.

The large-scale development of new energy needs to attach great importance to the problem of rising system costs, and accelerate the improvement of the cost facilitation policy system that reflects the value of thermal power capacity and the green value of new energy.

Sun Chuanwang suggested speeding up the construction of power transmission channels for large wind power photovoltaic bases, improving the capacity of cross-provincial power transmission, and ensuring that wind power and solar power (6.590, 0.00, 0.00%) power generation applications are used up. At the same time, the implementation of supporting energy storage project construction, optimization and improvement of new energy storage distribution mode and energy storage participation auxiliary service market, energy storage capacity compensation and other related policies, improve the level of energy storage utilization, improve the system adjustment capacity of large scenery base. In addition, conditionally large landscape bases can consider joint operations with coal power, increase efforts to build a diversified power supply system based on landscape power generation and supported by clean, efficient, advanced and energy-saving coal power, coordinate various types of power generation output, and ensure safe and stable power supply.
